Vision 2030 and SOD Update: Board Advances Revised Plan to Sustain Programs and Restore Financial Stability

The Robbinsdale Area Schools (Rdale) Board of Education held a study session on Monday, Dec. 8, as part of its ongoing work to address the district’s plan to address its statutory operating debt (SOD) and move forward with Phase I of Reimagine Rdale: Vision 2030. Board members reviewed the facility recommendations previously discussed, received additional information requested at the Nov. 24 meeting, and previewed procedures for the Dec. 15 public hearing on school closures. Why this action is required now

Rdale’s year-end deficit exceeds the threshold that triggers statutory operating debt under Minnesota law. The district must submit a state-approved Statutory Operating Debt Plan by Jan. 31, 2026, outlining how it will eliminate the deficit and restore financial stability.

Updated School Board Direction

Based on School Board direction, the revised plan under consideration includes the following structural changes:

Middle Schools

  • Close Robbinsdale Middle School (RMS) and consolidate students at Sandburg Middle School
  • Eliminate the middle school magnet program at FAIR Crystal, with students moving to Plymouth Middle School and Sandburg Middle School based on their boundaries

Elementary Schools

  • Close FAIR Pilgrim Lane Elementary (PLE) and relocate the elementary magnet to the FAIR Crystal campus
  • Close two of the following:
    • Close Sonnesyn Elementary School, with students primarily attending Neill Elementary School
    • Close Neill, with students primarily attending Sonnesyn
    • Close Noble, with students reassigned to Lakeview and Sonnesyn/Neill
    • Close Lakeview, with students reassigned to Northport and Noble

District Program Moves

  • Highview and Robbinsdale Virtual Academy (RVA) relocate from Sandburg to a site to be determined
  • District administrative offices and the Enrollment Center move to a site to be determined
  • Community Education administrative offices relocate to Crystal Learning Center, with the lease continuing through 2031

Dec. 15 public hearing — what to expect

A Public Hearing on potential school closures (Lakeview, Neill, Noble, Sonnesyn, RMS, ESC) will be held Monday, Dec. 15, as part of the district’s state-required SOD plan. Those wishing to speak on these buildings only must sign up in advance using an online Google Form. The sign-up form closes at 6:30 p.m. on Dec. 15.

Speakers will have up to three minutes and may address the Board once. Signs, visual displays including whiteboards, school mascots, and disruptive audience reactions will not be allowed to ensure a respectful environment. (Learn more about the Public Hearing.)

This Public Hearing is separate from Listening Time and is specifically designated for testimony for or against the school closures previously discussed involving Robbinsdale Middle School and Lakeview, Neill, Noble, and Sonnesyn elementary schools. FAIR Pilgrim Lane will not be included in this hearing and will take place separately on January 5, 2026

Additional hearing required for magnet adjustment

The additional decision to propose the closure of FAIR Pilgrim Lane also included the discontinuation of the middle school magnet programming at FAIR Crystal. Because the FAIR Pilgrim Lane closure proposal was not a part of the original closure proposal, an additional hearing specific to this proposal is required and will take place on Jan. 5, 2026.

Updated Transportation and Programming Direction

The Board removed previously discussed reductions to elementary magnet student transportation from consideration, opting instead to preserve school choice options.

However, the Board did provide direction on the following:

  • End Minneapolis open enrollment transportation beginning in 2026-27.
  • End dedicated Spanish Immersion magnet transportation to Plymouth Middle School.
  • Add Spanish Immersion programming at Sandburg Middle School and maintain it at Plymouth Middle School to ensure immersion continuation access for RSI students at both sites.
  • Support of the administrative recommendation to eliminate the IB program grades K-11 in 2026-27, and grade 12 in 2027-28.

What’s ahead

  • Dec. 15 – Public hearing (opportunity for public input) regarding the initial set of school closures (Lakeview, Neill, Noble, Robbinsdale Middle School, Sonnesyn) followed by formal vote 
  • Jan. 5, 2026 – Review final draft of the SOD plan, date for public hearing on FAIR School Pilgrim Lane
  • Jan. 20, 2026 – Final vote on SOD plan
